I have Cyberlink PowerDVD , it plays DVDs and Blu-ray discs — but it’ll set you back around $50. Don’t forget, though, that most modern computers are bundled with some kind of DVD/Blu-ray player — and if you bought a standalone Blu-ray drive, it almost certainly came bundled with some software. The other option, of course, is to simply install VLC — a free, open-source media player that will play all of your DVDs and unencrypted Blu-ray discs. VLC will also play encrypted Blu-ray discs.
All the above is good advice - there are other choices too - plus you can get a small free app to do it in windows media player. (Major Geeks may have it) Try AfterDawn.com, Ask Leo, Gizmo's, or Widows Club for sage advice. There are also free codec packs which may/may not help you (Klite is biggest, but not the only one) My windows 7 media player never asks me to set a region code. Sorry, I can't remember how/if I actually tweaked it.

Try using VideoLAN, also known as VLC. Is the free best video player out there(in my opinion), and plays almost every type of files. It plays files that Windows media player doesn't most of the time.
