I'm trying to delete a file from my cpu but it won't do anything. I've even tried to cut & paste.
Question: How can I delete this file? I no longer need it but I don't need it to be on my computer. Its located in a folder in "My Documents".

boot into safe mode by holding F8 at startup. from there you can delete what you want. some times windows says a file is in use when its not so you have to do safe mode to get rid of it.
If you can't select the text from acrobat. ( Tools => Basic => select tool, and select the text), and if you can't copy the text, even if it's selected, than the pdf file, is secure. In this case, you cant do much things, but, you can print screen, save the images on your computer as jpg, or bmp, than use a program which recognize the text from pictures (Abby fine reader, etc...) I hope you know how to make print screens (press the prtSc, or print screen button on your keyboard, open Paint, and pres ctrl+v, or right click => paste). Have fun...
normally when it wont remove a file/folder its because one of the files in the folder/the file itself are being used at the present time. Check your processes to ensure you dont have anything related to this file running or boot into safemode to stop the use. Do an online scan to ensure this file/folder are not operating without your consent. (try housecall or bitdefender ect for the free online scan)
